- The World Bank, in coordination with theMinistry of Community Development and Social Services (MCDSS), is seeking aqualified firm or consortium (henceforth “Firm”) to develop and implement aquantitative survey of households and communities for the impact evaluation ofthe Supporting Women-s Livelihoods (SWL) intervention in Zambia. Specifically, thefirm will be required to collect high-quality data from 2,301 householdssurveyed earlier under the study in 155 communities across 9 evaluationdistricts.The SupportingWomen-s Livelihoods (SWL) intervention is a component of the WorldBank-financed Girls- Education and Women-s Empowerment and Livelihoods (GEWEL) Projectin Zambia. It is an ongoing intervention through the MCDSS to improve theproductivity and earnings of adult women in extremely poor households in ruralareas. The SWL is a one-time infusion of skills and capital (often referred toas a “big push”) to enable women to develop sustainable income-generatingactivities. It was designed based on growing international evidence thatmulti-faceted interventions can effectively help beneficiaries to transition tomore secure livelihoods and graduate from poverty.Since its inception the SWL has supported139,351 females ‘breadwinners- aged 19 to 64 living in extremely poorhouseholds (direct beneficiaries) against the target of 129,400 beneficiariesacross 81 districts. The project is on track to scale up to 143,601beneficiaries by December 2024. These women were selected through an adaptationof the existing targeting mechanism used under the Social Cash Transfer (SCT)scheme and was delivered by local-level officials in conjunction with communityvolunteers. SWL provides extremely poor women in rural areas with a packageincluding: (i) a 21-session life and business skills training, (ii) aproductive grant equivalent to US$225, (iii)support to form savings groups, and (iv) six months of group mentoring.The World Bank-sAfrica Gender Innovation Lab (henceforth the “Evaluation Team”) ...
