- UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Consultancy services for Baseline Assessment of the European Union Human development (EUHD) programme . BRIEF BACKGROUND Purpose: The purpose is to conduct a baseline assessment of the European Union Human Development (EU HD) programme. This will establish pre-implementation status indicators and serve as a reference point for measuring progress, performance, effectiveness, and impact throughout the programme' s implementation.Objectives The baseline assessment aims to collect and analyze initial conditions in target areas to guide programme design, implementation, and sustainability.
